ISP DIST. 12 SCHEDULING VARIOUS PATROLS FOR CLAY, JASPER, E-HAM

DISTRICT 12 ISP - Illinois State Police District 12 has announced upcoming special patrols for various counties in the northern part of Disclosure's readership area.

NITE in Fayette, Marion counties

District 12 will conduct Nighttime Enforcement Patrols (NITE) in Fayette and Marion Counties during June, according to Interim Commander Lieutenant Cory Ristvedt.

The ISP has zero tolerance for impaired drivers. Therefore, officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, Driving Under the Influence (DUI), and are not properly buckled up.

Alcohol and drug impairment is a factor in nearly 40 percent of all fatal motor vehicle crashes in Illinois. These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.

OREP in Clay, Cumberland, Effingham and Jasper counties

Occupant Restraint Enforcement Patrols (OREP) are scheduled to be held in Clay, Cumberland, Effingham and Jasper counties during the month of June.

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws. Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up. Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 12,000 lives each year. Over half of vehicle occupants killed in a traffic crash were not properly buckled up. The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement. Greater awareness, acceptance, and use of occupant protection equipment will save many lives.

DUI stock imageAnd finally, District 12, will conduct Roadside Safety Checks (RSC) in Fayette County during June.

The ISP has zero tolerance for impaired driving in Illinois. Officers working this detail will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, or Driving Under the Influence (DUI).

WAYNE CO., Ill. - Looks like either somebody made a mistake, or they just didn't think things were bad enough to rise to the level of charges in the case of a Fairfield man and child molestation.

The hue and cry surrounding the arrest and charges of Aggravated Criminal Sexual Abuse by Matthew C. Brenner, 32, which emerged in March of this year were great and varied, most of them against the man, who was being ostracized because of the nature of the charges: It was alleged that he had had sexual contact with a family member under the age of 18. It's unclear how the matter came to light; however, Homeland Security agents invaded his home and seized computers and equipment under a search warrant.

Apparently, Brenner had never made bail, and had been scheduled for a pretrial conference yesterday, June 16. And evidently, at that conference, the whole case went up in smoke and charges against the guy were dismissed.

It's unknown whether the evidence simply wasn't there; whether a witness refused to testify (which happens a lot in these cases)...or whether once again, Wayne's prosecutor and heavy drinker David Williams was completely out of his element with such a case and couldn't possibly follow through. Whatever the case, it's over, and either Brenner, or his alleged victim, will be stigmatized over this massive effort that went nowhere (and which the taxpayers picked up to a hefty tune, no doubt.)

Williams will be replaced this December by former Wayne County prosecutor Kevin Kakac, who is no better at his job than Williams is...meaning that Wayne County is certainly the place to get away with it if you want to commit crime...or in the case of Brenner, be branded for the rest of your life.

CAR V TREE ON BRIDGEPORT BLACKTOP

LAWRENCE CO., Ill. - Travelers on Bridgeport Blacktop south of that centrally-located Lawrence County town might want to take heed if you're near County Road 500.

That road, which crosses the Bridgeport Blacktop, is also known as Collins Lane (one of the few roads in that area that's actually been named; many are still numerical designators ten years after the county has been collecting taxes for E911).

There, a tree fell on a car driving on the blacktop in the vicinity of CR 500, this at around 4:15 p.m. today (Friday, June 17).

It's being reported to law enforcement and rescue personnel that no one, miraculously, was injured in the car v. tree.

When we learn more, we'll bring it; keep watching.

EDWARDS CO., Ill. - Justin N. Rider, 23, of Albion, was sentenced today in the Edwards County Circuit Court by Judge David K. Frankland to 12 years in the Illinois Department of Corrections for meth crimes.

Rider, originally of White County but caught plying his trade in Edwards earlier this year, was sent up for the 12-year stint on commission of a Class 1 felony Unlawful Delivery of Methamphetamine.

He also received a sentence of 7 years in the Illinois Department of Corrections for the commission of a Class 2 felony Unlawful Delivery of Methamphetamine.

Both sentences are to run concurrent, and to be followed by a total of 2 years mandatory supervised release.

Rider was charged and prosecuted by Edwards County State's Attorney Mike Valentine following undercover investigations conducted by both the Edwards County Sheriff's Department and the Southern Illinois Drug Task Force.

WHITE CO., Ill. - The headline is at least a warning for those who might not pay attention to those little notices that come in the mail when some kind of legal action is taken against you.

Of course, the courthouses don't send them certified, so you can't ever prove that you WEREN'T noticed....but, that's what process servers are for.

Such was the case with a Saline County gal in White County yesterday morning.

White County Sheriff's officials say Kristine Bailey, 29 of Eldorado, was arrested Monday morning (July 11) by White County Court security officers at the courthouse after receiving information that she was wanted on a White County warrant.

Authorities say Bailey was due to appear on an order of protection hearing when she was taken into custody at 9:12 a.m. The warrant was issued on a charge of domestic strong-arm battery (whatever that is....electronic court documents show Dom Batt Causing Bodily Harm).

The Dom Batt situation came about back on June 19, and the charge was filed on June 24, according to court records. Then, one Anthony D. Pass took out an Emergency OP against her on June 23 (likely leading to the charge on the 24th; too bad not all OPs in White County work that way) and the Plenary (two-year) hearing was set for today. When she showed up...boom. Arrested.

Bailey was transferred to the custody of the White County Jail, and was later released after posting bond. She's set for arraignment August 1.

HAMILTON COUNTY STATES ATTORNEY RE-ELECTED TO APPELLATE PROSECUTOR BOARD OF GOVERNORS

HAMILTON CO., Ill. - Justin Hood, Hamilton County State’s Attorney, has been re elected to serve as a board member on the Illinois Appellate Prosecutor Board of Governors to represent the 5th Appellate District in Illinois which includes 37 counties.

Hood was also elected by his peers that serve on the Board of Governors with him as the Vice Chairman. This is his third term as Vice Chairman and he has served on the Board of Governors since 2009.

The Illinois Appellate Prosecutor Board of Governors is made up of 10 State's Attorneys. There are two state's attorneys elected from each of the four districts and 1st District, Cook County State's Attorney and a member at-large State's Attorney being appointed to the 10 member board.

The Appellate Prosecutor's Office handles all criminal appeals outside Cook County and acts as Special Prosecutor at the Circuit level for criminal cases when appointed by the Court. The Illinois Appellate Board of Governors meets quarterly to discuss multiple issues including training, Illinois Appellate Prosecutor budget, legislative measures, and other substantive issues that pertain to the Illinois Appellate Prosecutor's Office and State's Attorneys throughout the state.

When I want to relive MY childhood, I go out into the woods. Depending on what season it is, I pick blackberries, morels, hickory nuts, apples; I fish; up until this year, I had a garden.

But 20-nothings...? No. They play Pokemon.

Again, last night in Marion, about midnight. This one HAS his offspring with him. At least it's an older offspring. And if you're wondering what our Marion correspondent is doing out there on the square at midnight...this, unfortunately, is NEWS. She, fortunately, has a JOB. Which, unfortunately, probably isn't something she has in common with the pictured people.

Again, last night in Marion, about midnight. This one HAS his offspring with him. At least it's an older offspring. And if you're wondering what our Marion correspondent is doing out there on the square at midnight...this, unfortunately, is NEWS. She, fortunately, has a JOB. Which, unfortunately, probably isn't something she has in common with the pictured people.

Don't get me wrong...It's not like there aren't things in the world going on that we need to pay attention to. Like unchecked corruption in every level of government in the state of Illinois, with more corrupt public officials per capita in downstate than in the total of the Chicagoland area. Like children being consistently abused and judges shrugging their shoulders over it. Like people being driven to suicide by evil manipulators with no recourse whatsoever because the law has to keep up with the drug crims. Like people non-stop "overcorrecting" and causing themselves or others to die on the highway.

Speaking of that last...

There's no possible way you're going to get me to believe this idiotic Pokemon Go thing ISN'T going to cause increased traffic or pedestrian/traffic accidents. These morons ALREADY never put their phone down. What if they come across a Flibbertigibbit or whatever the blank they're called and "Go" for it on their phone while they're in the middle of a busy interstate...?

OLNEY PD ADDRESSES BODY FOUND AT RESIDENCE LAST NIGHT

OLNEY, Ill. - A press release from the Olney Police Department addresses the situation many have contacted Disclosure about this morning: The discovery of a body at a residential location last night in town.

A spokesperson for the Olney PD has advised that OPD responded to a 911 call concerning the body.

OPD identified the individual as David P. Weir, 47, of Olney, as the deceased.

No foul play has been indicated in Weir's death.

The investigation into the matter by local law enforcement authorities has been initiated, and information is being turned over to Richland County State's Attorney Brad Vaughn.

CHRONIC OFFENDER SENTENCED IN WHITE COUNTY TO IDOC TODAY…FINALLY

WHITE CO., Ill. - A gal whose name has been popping up in all kinds of police and sheriff's reports this past year and a half or so has finally been ordered to spend some time in prison.

White County State's Attorney Denton Aud said that April D. Spoonemore, 37, of Carmi, was sentenced this morning (Wednesday, July 13) to four years in DOC on two of the most recent crimes she's committed, both of which we've outlined in print editions; if you have the e-Edition, you can search her weird little name and they'll pop right up.

Anyway, she's going to prison for Class 3 felony Theft, as well as Class 3 felony Possession of Meth; she was sentenced on both, and they're going to be served concurrently. In the theft case, she's been ordered to pay all previously ordered fines, fees, costs, assessments and restitution....$2,343.00 total, with none of it having been paid to date.

Ad said she had previously been placed on probation in the theft case; however, her probation was revoked based on her new charge of possession of methamphetamine with the prison sentences handed down this morning for her two cases. She was represented by Public Defender Brian Shinkle. Judge T. Scott Webb was the presiding judge. Carmi Police Department was the arresting agency in both of her cases.

SHERIFF ANDY MYERS RELEASES CLAY COUNTY SHERIFF’S REPORT, 2ND WEEK OF JULY

clay county sheriff badgeCLAY CO., Ill. - The second week of July, post-Fourth, wasn't the busiest for Clay County's Sheriff's Department, but they did handle several issues running the gamut from traffic matters to possession of meth.

July 5, Rachel Simpson, 30, Greenville, was arrested on an outstanding Clay County warrant for Failure to Appear on the original charge of Possession of Drug Paraphernalia. Bond set at $5,000.00 (10 percent), plus $75.00 warrant fee. She is currently incarcerated in the Montgomery County Jail pending charges there.

July 6, the Clay County Sheriff's Office was notified of a motor vehicle accident at 3:38 p.m. at the intersection of Davenport Street and Old Route 50. Apparently Linda Schumcher, 68, Sigel, operating a 2009 Buick was turning west onto Old Route 50 off of Davenport Street, when her vehicle was struck by a 2001 Ford F-150 operated by Mark Beal, 53, Bell Rive. No injuries reported.

July 6, the Clay County Sheriff's Office was notified of a motor vehicle accident at 8:15 a.m. at the intersection of U.S. Rt. 45 and Johnson Street in Louisville. Apparently John Holkenbrink, 42, Louisville, operating a 1996 International Semi was travelling north on Rt 45 when a 2011 Kia Sorento operated by David A. Phillips, 42, Louisville, travelling
south on Rt 45, turned east onto Johnson Street and was struck by the Holkenbrink vehicle. Phillips sustained minor injuries and was transported to Clay County Hospital. Phillips was cited for Violation of Vehicle Turning left. He was given a Notice to Appear.

July 8, Kimberly Windle, 26, Flora, was arrested on an outstanding Clay County warrant for Petition of Revoke Probation on the original charges of Possession of Methamphetamine, Possession of Drug Paraphernalia and Bringing Contraband into a Penal Institution. Bond set at $25,000.00 (10 percent). She is currently incarcerated in the White County Jail pending charges there.

July 11, Clay County Sheriff's Deputy arrested Molly Delzell, 19, Xenia, on an outstanding Clay County warrant for Unlawful Possession of Methamphetamine and Unlawful Possession of Cannabis. Bond set at $10,000.00 (10 percent).  She is currently incarcerated in the Clay County Jail.

July 12, Barbara Sanders, 45, Olney, was arrested on an outstanding Clay County warrant for Failure to Appear on the original charge of Unlawful Possession of Methamphetamine Precursor. Bond set at $3,500.00 (10 percent), plus $75.00 warrant fee. She is currently incarcerated in the Clay County Jail.

ARREST MADE IN THE CASE OF SEXUAL ASSAULT AGAINST JUVENILES

MT. CARMEL, Ill. - A Mt. Carmel man was taken into custody by city police earlier today, charged with two separate counts of sexual assault.

Justin R. Bradham, 22, has been formally charged with Predatory Criminal Sexual Assault of a Child, Class X felonies, both of them alleging that Bradham sexually assaulted two juveniles under the age of 13 in two separate instances. One dates back to October 31, 2015; one dates back to December 31, 2015. Authorities have not identified the gender of either of the juveniles, nor have they stated what the circumstances were (whether the young man was involved in “relationships” with the juveniles, whether the juveniles put themselves forward as being older than they were, etc.)

Mt. Carmel Police were the investigating agency, so apparently both instances are alleged to have occurred within the city.

Bradham was arrested mid-morning today (Thursday, July 14) and has been lodged in the Wabash County Jail in Mt. Carmel; he made a first appearance this morning and has been set for a preliminary hearing on August 9. Bond information hasn’t been made available yet.

Guess we had some bad wind up in Calhoun

CALHOUN, Ill. - We came back to Richland County to check things after the storm last night and when we went to the post office in Calhoun to pick up the mail....wow.

It's not like the village of Calhoun has anything else to lose (I'm not sure we have any more viable businesses there, after the formalwear shop shut down a couple of years back), but last night in the storm, apparently we lost TREES.

All kinds of trees, all over the place, including at the old school, where when the trees came down, they also took out the old playground equipment.

(I went to school at that building, in case anyone is interested.)

THACKER ENTERS PLEA; GETS SLAPPED WITH OP

JASPER/LAWRENCE CO., Il.. - On our regular courthouse run today, we learned that Dennis "DJ" Thacker Jr. is out of jail in his Jasper County case, having entered a plea to two of his many counts on July 5.

As of the courthouse run for the last issue, which we conducted June 30, that hadn't happened yet.

But we didn't run across this information in Jasper County. Not at first, anyway.

Yep, Mark was right. Them big glasses DON'T make her appear smarter.

Instead, we obtained it kind of in a roundabout way...by coming across an Order of Protection filed in Lawrence County by his soon-to-be-but-not-soon-enough wife, Stacy Jill Thacker, which was filed the day DJ got out of jail in Jasper County after his plea.

The allegations in the OP might yet get DJ put back behind bars, that is, if Stacy had enough wherewithal to either record them, or have witnesses to them. They're kind of...not the type of things we usually see in your run-of-the-mill OPs round these here parts. These are more along the lines of Gary-Pate-in-White-County-type things. And unfortunately, too many of us know how that turned out.

Anyway, there are developments besides just DJ being released after entering a plea. Stacy's still charged in Jasper; and there are still some peripheral things going on with both their cases...all of which we're going to explore in detail for the next print version, which, on our shortened summer schedule, will be hitting the stands July 27. Be watching...who knows how this is going to turn out.

MT. CARMEL, Ill. - Here's your city of Mt. Carmel police report for the week covering July 12 through 17, 2016.

In a couple of arrests on the 12th, Mt. Carmel Police arrested Brittny M. Byrns, 29, of Mt. Carmel after she was observed walking in the area of Second Street and Cedar Street. The arresting officer knew Byrns was wanted on a Wabash County failure to appear warrant in her case dating back to a year ago of Aggravated ID Theft; she has been on a pay or appear status since early this year. Byrns was arrested and transported to the Wabash County Jail where she was served the warrant and posted $200.00 cash on the 13th.

Also on the 12th, Mt. Carmel Police arrested Shawn Swift, 35, of Mt. Carmel after he was observed riding his bicycle in the area of Second and Belmont streets. The arresting officer knew Swift was wanted on a Lawrence County failure to appear warrant on, what else - Driving Revoked. Swift was arrested and transported to the Wabash County Jail where he was held pending extradition to Lawrence County.

On July 14, Mt. Carmel Police arrested Emily C. Hanlon, 32, of Mt. Carmel, on a Wabash County warrant for possession with the intent to deliver methamphetamine. The warrant was obtained after an investigation into the distribution of methamphetamine was conducted by the Mt. Carmel Police Department. Hanlon was transported to the Wabash County Jail where she is being held on a $4,000.00 cash bond.

on July 15, Mt. Carmel Police arrested Jennifer A. Rhinehart, 57, of Mt. Carmel after she was stopped for a traffic violation. The arresting officer reported smelling alcohol on the person of Rhinehart and requested she submit to field sobriety testing. Rhinehart was subsequently arrested for suspicion of DUI. Rhinehart was transported to the Wabash County Jail where she was cited for DUI and improper lane usage; she was later released after posting bond.

A couple of arrests happened Sunday, July 17: The first was Samuel Diaz Gonzalez, 28, of Breaux Bridge, Louisiana, after he was stopped for a traffic violation. During the traffic stop it was discovered that Gonzalez was operating the motor vehicle without a valid driver's license. Gonzalez was arrested and transported to the Wabash County Jail where he was later released after posting bond.

Then police arrested Twania J. Rayborn, 51, of Mt. Carmel after they received a report that she’d allegedly battered her boyfriend at 213 Elm Street. Rayborn was arrested and transported to the Wabash County Jail where she is being held pending the posting of bond.

ISP DISTRICT 12 ANNOUNCES JUNE ENFORCEMENT ACTIVITY

EFFINGHAM, Ill. -  Illinois State Police District 12 Interim Commander Lieutenant Cory Ristvedt today announced activity and enforcement figures for the month of June.

Troopers in District 12, which includes Clark, Clay, Crawford, Cumberland, Effingham, Fayette, Jasper, Lawrence, Marion, and Richland counties, answered 277 calls for service and initiated 1,874 incidents in the field.

In addition, enforcement figures totaled 793 citations and 655 written warnings, including 362 speeding citations, 11 DUIs, 120 seat belt citations, 4 child restraint citations, 205 written warnings for speeding, and 39 criminal arrests. Troopers also assisted 240 motorists, conducted 634 Motor Carrier Inspections, and investigated 99 traffic crashes.

There were 4 fatal traffic crashes investigated by District 12 in June.

During the month, 486 citations and * written warnings were issued for "Fatal Four" violations. These violations are most associated with fatal traffic crashes and include Speeding, DUI, Failure to Wear a Seat Belt, and Distracted Driving.

ROARK AGAIN: DIDN’T LEAVE POT HOME WHEN ALLEGEDLY VIOLATING OP

WHITE CO., Ill. - Apparently, it's going to take him doing something really spectacularly violent and/or nasty to get Earl Scott Roark to stop his every-other-month-or-so rampages.

But he's evidently gearing up to do just that, if the latest report is any indication.

Not heeding our helpful advice from mid-May, Roark is back in jail after an incident at the beginning of this past weekend.

Roark, 41, of Mill Shoals, was the subject of a 911 call Friday morning (July 15) coming out of somewhere in the depths of White County, from a caller who was telling dispatch that Roark was attempting to ram her car and driving erratically in the process.

The caller also advised that she had an active Order of Protection against Earl Scott; a little bit of surfing on judici shows that the only current active OP he has against him has been issued in favor of a Beth Roark, leading thinking people into understanding that that's who the caller was.

Carmi Police were alerted that Roark was in their jurisdiction, and they pulled him over  conveniently in front of the police department.

And then, as it turned out, Roark allegedly proved that he didn't heed our helpful advice at all from May when, police say, they found him to be in possession of marijuana...along with meth and paraphernalia. Oh, and all doing this in a vehicle which was not insured. And, without a driver's license.

So he was taken a few steps into the city/county jail, and was charged with Violating an OP, Possession of Meth, Possession of a Controlled Substance, Possession of Cannabis less than 2.5 grams, Possession of Drug Paraphernalia, Driving While License Revoked and Operating an Uninsured Motor Vehicle.

Roark is being held at the county jail; a preliminary hearing has been set for August 8.

CLAY CO., Ill. - Sheriff Andy Myers has released the following information for his department's activity from July 13 through 17:

On July 13, the Clay County Sheriff's Office was notified of a motor vehicle accident at 11:44 p.m. at the intersection of Palm Lane and Lincoln Road. Apparently Tanner D. Pruitt, 21, Flora, operating a 2000 Chevrolet was traveling east on Palm Lane, lost control of his vehicle and entered the ditch, striking a utility pole. No injuries were reported.

On July 15, Clay County Sheriff's Deputy arrested Denine Rinehart, 28, Clay City, on an outstanding Clay County warrant for Failure to Appear on the original charges of Unlawful Possession of Drug Paraphernalia and Unlawful
Possession of Cannabis. Bond set at $4,000.00 (10 percent), plus $75.00 warrant fee. She posted bond and was released.

On July 14, Clay County Sheriff's Deputy arrested David A. Warren, 42, Xenia, on an outstanding Clay County warrant for Failure to Appear on the original charge of Speeding. Bond set at $2,500.00 (10 percent), plus $75.00 warrant fee. Warren appeared in Clay County Court and was released and transported to Marion County Jail on charges there.

On July 17, Clay County Sheriff's Deputy arrested Buddy Wille, 30, Clay City, on Violation of Probation on the original charge of D.U.I. Bond set at $10,000.00 (10 percent). Wille is currently incarcerated in the Clay County Jail.

And on July 17, the Clay County Sheriff's Office received a report of a motor vehicle accident at 8:38 p.m. north of the intersection of North Stanford and Petal Lane. Apparently a 1995 Buick, was travelling on North Stanford, lost control of the vehicle, entered the ditch and turned over. The driver then left the scene. Upon further investigation, Michael R. Pruitt, 53, Flora, was cited for Leaving the Scene of an Accident and Improper Lane Usage. He was given a Notice to Appear and released.

LAWRENCE CO., Ill. - A man chasing a chicken Sunday stumbled upon what appears to have been ditched stolen loot in the Lawrenceville area.

Adding to the issue, however, was the fact that a gun was found along with the cache of really nice jewelry.

The chicken herder was out attempting to wrangle in one of his loose hens behind his house Sunday afternoon at a location on the east (CORRECTED) side of town near the tracks when he literally stumbled upon a big bag of new diamond jewelry, bracelets and rings in plastic baggies.

Along with the loot was a Beretta handgun.

The whole thing was hidden along the railroad tracks; it appears that it wasn't errantly dropped there, but left in that particular location...and either forgotten, or, the person who perpetrated the heist might just be sitting in jail or prison right now and is unable to get the word out as to where the goods were stashed, lest he (or she) be found out.

The chicken-wrangler naturally called the local police and they sent a deputy out to collect it all...but not before the chicken wrangler was asked by the Lawrence County constabulary, "What were you doing down here?" (apparently, wrangling chickens is outside of LC deputies' purview.)

It's believed that this is the loot from the Stoneberger Jewelry burglary in Lawrenceville about two years ago. The insurance, we're being told, has already been paid out on that heist. Whether the discovery of this jewelry will make any difference in that or not remains to be seen.

FLORA, Ill. - Flora Chief of Police John Nicholson has released the following showing activity conducted by his Flora Police Department, July 12 through 17...several of these incidents will be in the upcoming print version, on stands at your Flora vendors (Discount Tobacco Warehouse and Midtown Package) next Tuesday, July 26!

Tuesday, July 12 at 8:27 pm, Flora Police arrested Vivian Pruitt, 48, of Flora for Trespassing and Disorderly Conduct, following an incident in the 300 block of East Scudamore. Pruitt was taken to Flora Police Department for booking procedures; she was then transferred to the custody of the Clay County Sheriff’s Office.

Wednesday, July 13 at 9:12 pm, Flora Police investigated an accident in the 200 block of Given Street, involving a 2015 Dodge, operated by Pamela Steber, 63, of Olney and a 2006 Nissan operated by Kari Murphy, 25, of Xenia. No injuries were reported.

Thursday, July 14 at 12:21 pm, Flora Police arrested Kia Baker, 33, of Flora on an outstanding Clay County Warrant. Baker was transported to Flora Police Department for booking procedures. Baker was transferred to Clay County Sheriff’s Office after being unable to post the necessary bond.

Thursday, July 14 at 7:48 pm, Flora Police arrested Jeremy Carter, 37, of Flora on an outstanding Richland County warrant. Carter was unable to post bond and was transferred to Richland County.

Thursday, July 14 at 8:27 pm, Flora Police Officers arrested Donna Phillips, 52, of Flora for Domestic Battery and Resisting Arrest. Phillips was taken to Flora Police Department, where she underwent booking procedures before being transferred to Clay County Sheriff’s Office.

Friday, July 15 at 7:56 pm, Samantha Hunt, 23, of Flora was issued a Citation for Operating Uninsured Vehicle following a traffic stop in the 200 block of West 12th Street.

Sunday, July 17 at 12:11 am, Sydney McKnelly, 20, of Clay City was arrested for Driving While License Suspended and Driving without Lights when required, following a traffic stop in the 100 block of North Locust Street. Passenger in the vehicle, Hannah Frohning, 18, of Clay City was arrested for Illegal Consumption of Alcohol by Minor. Both McKnelly and Frohning were transported to Flora Police Department for booking procedures and released with a Notice to Appear.

Sunday, July 17, Flora Police arrested Christopher Kerby, 43, of Clay City was arrested for Sale or Gift of Alcohol to persons under 21, following an incident in the 200 block of East North Ave. Kerby underwent booking at Flora Police Department and was released with a Notice to Appear.
